Cecil V. Bernard is a Senior Partner and CEO for Business Process Strategies Inc. and BPSI-Promotional Products VP of Sales and COO with over 40 years in Sales, Sales Management and Training. He has significant sales experience and management skills developed as the Senior Manager of Mid-Markets with MCI and the Regional Sales Manager of the Mid Atlantic Region with Cable and Wireless USA in the telecommunications industry. 

He spent his first 11 years in sales as a business forms Account Manager with NCR and Moore Business Forms where he developed his sales prospecting and account management skills. He got his first sales manager position with MCI as one of the first Territory Sales Managers with MCI in their new TSR program. With the success of the TSR program he was quickly promoted to Sales Manager of the Allentown and Wilkes-Barre Scranton sales office. After two years in that roll he was promoted to Senior Sales Manager in the Greater Philadelphia Branch where he managed the CAM program. In that position his team was always number one or two in the Northeast Region in sales, contract negotiations as well as maintained the lowest churn rate of any CAM program within MCI. His next position was Regional Sales Support Program Manager for the Mid-Atlantic and North East region. In this position he worked with the sales managers to improve sale manager and sales rep performance and productivity. After 9 months in that position he was once again promoted to be the Regional Sr. Sales Manager of Mid-Markets of the Chesapeake Bay Branch. Where he worked with 4 sales Managers and their team of 8 reps each. His last position with MCI was as the Sr. Branch Manager Major Accounts in Richmond, VA. 

Started with Cable & Wireless USA as the Regional Sales Manager of the Large Account Organization. In that position he was responsible for the Baltimore, MD District; Rockville, Md. District; Reston, VA District; Washington, D.C. District; Richmond, VA. District and the Arlington, VA. Strategic Account Program. 

He also has held other Management positions; Capitol Regional Director with BTI. National Account Sales Manager with XO Communications; Director of Sales at Premiere Global Services; Branch Automation Specialist with Glory USA and Corporate Sales Representative with Prudential Overall Supply. 

Now he is the Senior Partner and VP of Sales for Business Process Strategies Inc.


He holds a Bachelor of Science degree in Business Administration and Marketing from Hampton, University.
